Local Administration

The distribution of Color TV in Karpagam Avenue by the Local Ration Shop No:IG002 at Pattinapakkam, Chennai, is not at all organised. People are made to wait for hours without any positive results. I suggest that the TVs may be distributed ON SUNDAYS in bulk to the Flat Association for easy redistribution to the card holders without any difficulty. labour. Our block has 20 flats. I am willing to take the responsibility to deliver the TVs to the cardholders and return the untilised TVs intact to the ration shop. This will save time and energy for the ration shop employees besides damage to our govt who wants to really do good to the people. Also the gas stoves are not yet distributed to the colony. That may also be done on similar method. This will bring good name to you and the govt. Please strictly instruct the concerned officials to organise the distribution properly and ensure that welfare measures of govt. are not misused or mismanaged by the govt. employees. This will not only affect the image of govt. but also dilute your efforts. I hope my suggestion is not mistaken. Thank you. With Love, Gopal

Sir, In addition to establishing new universities focus on quality standards of existing institutions too, as you have achieved to improve in numbers but to go a long way to improve quality.Stringent and unbiased governance is the way to achieve the same which is certainly democratic.Since transaprency is lagging, your catch word"Let the youth dedicate themselves for creating an egalitarian society", will become reality only if the governance let them do so by complete transparency.Coimbatore Institute of Technology is a govt aided institution which can take up the status of the world class university for the management and they are set to do it.They have MouS all in the executable form and they need a drive to implement the same.THere are malpractices at the administration level with the cooperation of DTE which need to be weeded and by giving a new light with the due interference of governance the management can do more to the society and I assure the youth can form a egalitarian society.The curriculum need to be changed to practice oriented that is possible only if the web education comes into existence.The approach will pave way to egalitarian society fulfilling the milliennium development goals of UN, objectives of DESD announced by UNESCO.This will transform education to reach the purpose without straining the students as it convinces the stakeholders what the reality is.Make them give out their best as there will be appreciation as credits and flaws as corrective measures.When practice goes in line with learning, we get better understanding and there is more scope to innovation and creativity replacing the reproduction and retention, and there need to be grading system to certify the persons understanding ability and skills as outstanding, excellent, good,avearge and need more practice than ranking.The duration need to be relaxed after fifth standard that they can learn in their own pace till Ph.D.This make them responsible, self sustained at young age that they start earning in their early youth, which will get reflected in the global economy in a constructive way.All their time will be utilised with a balanced curriculum integrating the art of living and syllabi to gain professional ethics and morality that the environmental concern will be instilled into them.For this we need a exceptionally dedicated faculty with high IQ in a straight way for which the eligibility criteria has to be relaxed to give credentials to credibilities and drive to offer more service than experience in terms of number of years.They must be given unprecedented salary packages and perks to attract and retain the intellectuals into the system and giving the employees complete tax exemption on their salary will make them feel good to offer their best.The revision of pay scales should also include revision in discharge of duties and the duties expected from an official must be clearly defined.Intervene into education, Minister Thangam Thennarasu, Minister Ponmudi, Secretaries Jeyakodi, Ramasamy, Ganesan are to be trasferred with charges with complete revamp of the department to weed away corruption.I am from academics and received best scholar award last time from TN govt, which is not recognised for the interruption of officials and am expecting a medal too with the award this year as their procedure asks five years of academic achievements and they dont have a system to set aside the reentry as best scholar once recognised is best scholar ever.I pointed this out several times to several different officers but they all including the commissioner work superficially that the clerks take the lead and decision mostly.Education is the foundation and it must be given due significance to be fool proof.There is paper chasing at the public examination and search for key word in evaluation to speed up the process.I had given a petition to school education to reevaluate my daughters paper for concept and though it has been completed it remains unpublished for the drastic difference.It is pitiable condition that we need to go for tracking whether the procedure is taking place officially.If you get into details of all my earlier mails you will be revealed of shocking real time facts and I wish you to refrain from functions and opening ceremony to focus more in your work, you can use video conferencing that you can address and inaugurate any function , from your office and you save resources,which is demanded in this recessive trend.

"The AP government has offered to allocate around 800 acres of land near the Shamshabad airport to Peugeot along with a 'suitable' package of fiscal incentives and infrastructure benefits," Sam Bob, the industries secretary told ET. An indication that Peugeot was inclined to setting up a facility in Andhra Pradesh came from a French delegation led by the trade minister, Ms Anne-Marie Idrac during their meeting with the chief minister. The technical teams of the company have already selected Hyderabad after assessing other locations. Peugeot began evaluating locations for its car project in India a few months ago. The company is understood to be looking at an investment of Rs 1,500 crore for the project. Tamil Nadu was also on the company’s radar, amid expectations that Peugeot will roll-out low cost cars in emerging markets like India by 2010. It is also not clear whether the French auto major will bring in the Peugeot or the Citroen brand first.

At the outset i would like to congratulate and appreciate the developmental work being carried out in TN under your able administration. It was nice gesture on your part to give a pension amount of Rs 4,200 to transport employees. I would really appreciate if you could also understand the hardships that the employees of TNCSC are going though after their retirement. They don't even get the amount being paid to transport employee. They get a very meager amount of Rs 1500 a month which i believe you would understand that it will not meet their ends. Having said that the TNCSC employees has been raising this issue for years at different forum and yet this issue has not been addressed. TNCSC which was formed under the aegis of Kalngiar is looking up to you and i sincerely believe that the consolidated amount of Rs 1500 would be raised to Rs 4,200 as that of transport employees. Will appreciate if you could take up this cause and do the needful. Looking forward to your positive response on this issue.

Now I have come out with public issue for local people of kamaraj nagar Subject : Illegal construction of shops on entrance of 10th Street, kamaraj nagar, Avadi, chennai. Which has led in reduction of road from 60 feet to 30 feet. I am the Resident of the 10th Street, Kamaraj Nagar , Avadi, Chennai-600071 For nearly 30yrs. I would like to bring to notice that encroachment of road and illegal construction of shop in the Right hand entrance of 10th street, kamaraj nagar. Since am resident of that area for more that 30 yrs I pretty will know that 10th street main road is sixty feet main road Due to encroachment at the entrance it has reduced to 30 feet. Now it has turn as serious issue causing lot of problem for resident. In the same street Govt ration shop is located so volume of lorries service I huge so lorry driver find very difficult to have turn on the road and more over at the right hand corner their Iron ore crap collection shop the scatter all the material on road itself which lead to frequent accident on the street, Schools children find very difficult to walk on the street many time the rust iron ore have made injury to many of the school children. In Right hand corner three shops has been constructed illegally and similarly on both side on road leaving only few space to road movers. I have registered many complained to the municipal authorities several time but they have not responded for my complaints so far... I kindly request you to take necessary action.

The government should do something to save this body from cases. we students expect transparency in selection. in railways online exams give instant results. is interview essential? If more questions are asked the intelligent can be easily picked out. Well something has to be done. who will bell the cat? RATION CARD: Large Number of higher class and royal families use the ration card as a IDENDITIFICATION purpose only. they not ready to buy anything in ration shop. Why not u issue the RATION IDENTIFICATION card to these peoples, persons not interest to buy ration goods, but they want ration card as Identification purpose. As per govt rule,ration card must use frequently,otherwise it is cancel.So, they give their cards to others, they only purchase the goods. Ifwe give RATION IDENTICARD(Front page only ) to Non - Ration card users ( or Identification purpose only card require families ) every month ration goods supply quantity automatically reduced. and govt save lot of crores of food items. tks n regs. Respected Dy.Chief Minister sir, I would like to bring into your kind attention that we the people residing at MOOVARASANPET village, St.Thomas Mount panchayat union are suffering by deep water crisis. The water which was available at 20 to 30 feet till recently in our area and now all the wells in our locality dried up. Due to delay in north east monsoon the problem is become worse. The panchayat is trying its level best to provide water supply for all the households for one hour once in two days. But now even the water is not available from the panchayat pipe to homes. The road side pipes are not provided in all the streets and it is available only in some roads and people from other localities also queing up with their pots so even after one hour in that place we are getting only one pot or two pots of water. It is not sufficient enough to a family. Sir the local body is not checking the pipe supply of water properly therefore some people are sucking water using motors. Due to this water is not available to more homes. Sir water is an necessity item for a common man and I hope that government of tamil nadu will take it is very serious issue and address the problem. I am very much confident that a issue which has been brought to the notice of yourself will not miss attention and will be settled at the earliest. Sir, Please provide water to suburbs.

Reapected SIR, The proposed financial city at chennai with your long sighted plan would be a sure success which brings many lawrels to Chennai. I wish to place a few suggetions to add value and success. 1.A Direct World class Fast track,Broad road connectivity to NH 4 ,NH 45, and other National Highways connecting other northern and North Eastern cities.It would create fast access facility to the present International Airport and the proposed GREEN INTERNATIONAL AIRPORT at Sriperumputhur. A new Mtro rail link upto the green airport and reach Arakkonam further via Thambaram,would facilitate connectivity with South going trains and other west and North going Fast Express trains. The proposed road should be a direct road from Sholinganallur (Financial city) to Thambaram ,bypassing very much congested Medavakkam town.There would be fly overs at Thambaram on the proposed road to connect NH 45 on south,Airport road on the northern side.The road would go West from Thmbaram by shortest and straight linr avoiding passing through towns enroute.It shoud be a staight six lane express way to connect with Sriperumputhur International airport and further with NH 4 Bangalore Highwayand thereafter to other National highways using the proposed perferal road now being stated,wherever possible and feasible to cut short expenses without compromise on the purpose. To avoid delay and for cost saving, the proposed metro rail link would simultaneously laid along the side of the new road from Sholinganallur-Thambaram-Sriperumputhur. I wish that these suggestions may kindly be taken at the right and true spirit.Though the proposal may look very expensive .initially,,considering the utility at the long run ,which would bring better image for the Financial city to attract Reputed world financial players. I requst tht My humble suggestion may kindly be discussed with the stake holders of the project for early implementation. I am sure that this new road and Metro line would be a boon for the IT companies that are already established on Rajiv gandhi road,near Sholinganallur.Their present difficulties to reach Airports and the eeasy road access to Bangalore ,another it hub.Looking for your kind response. dear sir We admire your active and positive role in running the administration of Tamilnadu Government as Dy. Chief Minister. ALANDUR RESIDENTS ARE RISKING THE LIVES BY CROSSING THE RAILWAY GATE The Railway Over Bridge between Alandur and Maduvankarai forms the vital link. Usage of this bridge eliminates the usage of level crossing Since from Sunday (25th Oct) the ROB between Maduvankarai and MKN Road was made oneway by making access only from maduvankarai end and noentry from MKN road end. Because of this, we residents of Alandur have to risk our lives by crossing the level crossing near Pachaiamman Koil St. when it is closed (this gate is opened only for few minutes and closed for rest of the day). We know this is an offence as per RPF act but we have to do this since the ROB was made oneway. Moreover During rainy season the RUB in St. Thomas mount, nanganallur gets indundated and the only alternate to these RUB is this ROB (between Maduvankarai and MKN Road). For all the development works around the Alandur area, Alandur residents are neglected. For example there is no access from 100 ft road to alandur we have to detour 1.5 KM to reach alandur similarly, even to reach little mount (spic junction) we have to take grade seperator near meridian and take vadapalani road and guindy loop this is almost 2 km extra to reach spic junction. We are only using this new ROB in MKN road chakarapani road ROB to reach SPic. We therefore request you to kindly advise the CCTP for restoring the old traffic system in this area please.

I have a suggestion regarding starting up new higher technical eduction in Tamil nadu.Though we have few institutes in Tamilnadu, Still we need more like NIPER (National Institute of Pharmaceutical Education and Research ), IISER (Indian Institute for Education and Research) and one more IIT. Since the Tamilnadu ranks first in eduction IT etc. We also want to be first too in research and higher technical education. Hope you will consider it as personal obligation as a DMK person (me)and as researcher cum academician of the state.

Respected Dy. CM, It is gathered so many students passed diploma in pharmacy [siddha] during the year 90-92 onwards waiting for employment oppourtunities in government hospitals. The poor students who have completed this course after getting loans from various sources are awaiting the employment oppurtunities since 1990-92. Dear Respected Hon'ble Dy.CM, I am very much thankful for set up central university at Tiruvarur. Hope, this will bring development of backward dists of combined thanjavur districts. Sir, the infrastructure development should be improved for set up central university at Tiruvarur. Moreover, a big port at vanjur near to nagore commenced the commercial operation. Reported two berths commissioned at this port. Presently one coal vessel and raw sugar vessel arrived and discharging the stock of around 45000 to 50000 m/tons each. This will be alternative port for chennai and tuticorin major port. Though it may be called as Karaikal Port, walkable distance from Nagore and Nagapattinam. This port will improve the combined thanjavur dist development. Moreover, no rail route between Pattukottai and Ariyalur via Orathanadu, Thanjavur, Tiruvaiyaru 80 kms. Therefore, coal and raw sugar movement may be moved by rail via tiruvarur, thanjavur and trichy for ariyalur since no rail route to ariyalur from thanjavur 40 kms. If a small port of 80 kms new line opened it will be alternative route for southern districts via Virudhunagar, Manamadurai, Karaikudi, Aranthangi, Pattukottai, Orathanadu, Thanjavur, Thiruvaiyaru. Virudhunagar to Villupuram Jn via Madurai, Dindigul, Trichy, Ariyalur and Vridhachalam 393 kms whereas via Madurai, Dindigul, Trichy, Thanjavur, Myladuthurai, Cuddalore 45 8kms. There is difference of around 65 kms between chord line and main line. Therefore, people of southern districts not prefer to undertake journey through main line. If a small portion of new line between Pattukottai and Ariyalur 80kms commissioned via thanjavur it will be only 393 kms between Virudhunagar and Villupuram via thanjavur. It will be alternative route for southern districts for Chennai. At present chord line is single line and southern railway is not introducing further trains through chord line. If new line between Patukottai and ariyalur made, it will be parallel route and same distance for southern districts via virudhunagar, manamadurai, sivaganga, karaikudi, aranthangi, Peravurani, pattukottai, orathanadu, thanjavur, tiruvaiyaru and ariyalur. The long felt demand of Pattukottai will also be fulfilled. Congestion at Trichy Jn, Dindigul Jn and Madurai Jn will be reduced besides connecting thanjavur directly with all southern state capitals besides, delhi, howrah, tirupathi, rameswaram, tirunelveli, kanyakumari. Therefore, I request you to please take special efforts for implementing this new line project at the earliest through M/sRVNL after getting approval of Govt. of India, Planning commission etc. This is pending with Planning commission for the past two years. Honorable Dy Cheif Minister, I am from Erode District and belong to DMK family. I was talking to my Father about party position aftermath of Mr Raja's various issues. It seems like partymen feel that some action needs to be taken and they want new district secretary. They think Raja is using party for his own issue and Party top leaders silence is leaving party cadres in confusion state. They all feel that Raja is leading DMK to demise in Erode district by indulging all sort of activities which a common man will not do and looks like he lost his mind after recent issues.He is not the right person now and we need to some person to lead the party for next state election. Sir I sincerely request you to take some action as soon as possible. The sooner the better as new secretary needs sometime to settledown. Dr. Stalin, Please create a multi level task force in the following categories. 1) Pollution 2) Clean and Green 3) Roads 4) Crimes These task force may have 3 to 5 member team with a team lead. They will collect information on their allocated area and submit their findings every week to a Issue-resolution website. This can be assigned to appropriate authority for resolution with a due date for completion. This is a workflow management system, can easily be development in a e-government model. This website also will give you weekly or monthly reports (Dashboard) saying how many tasks you assigned to whom, how long it took to resolve and how it can be prevented in future. Public also can give access to view what is the status of the issue and who is working on it. This will give clear accountablity of the issue and help faster resolution. But against the single judge order a Letter Patent Appeal was filed by a third party before the Divisional bench of Highcourt,Chennai through LPA No 238 of 2001.The LPA was dismissed with duly confirming the Hon'ble single judge order dt.13.07.2000.The above order was passed by the Hon'ble Mr.Justice K.Govindarajan and Hon'ble Mr. Justice S.Sardar Zackaria Hussain,Divisional bench,Highcourt,Chennai on 30.09.2004. In this connection none of the actions taken by the commissioner of the HR & CE department to issue the trusteeship order inline with the above said high court orders. Kindly run yellow board service buses frequently because we have spend Rs.3-Rs.5/- every day even though we have bus passes. Now-a-days we are unable to see yellow board buses at-all. All express or Deluxe. This will be use full for people living outside the Chennai City who come to work daily. Thanks

SUB: Timing of Govt Offices Sir, I suggest to change the working time of gove offices to start at 7:30 or 8:00 AM for the following benefits to the public: 1. Many People who go to their offices by 9to 9:30 can visit the govt offices during early hours for any need. They need not struggle to visit the govt offices by taking permissions from their work 2. During early hours, travelling is easy for both govt employees as well as general public. This will avoid peak time traffic on the roads 3. Govt employees can reach their homes in the evening early so that they too have good time to spend with their families (instead of starting at 5:30 in the evenint and reaching in the night) 4. Govt is spending on dedicated bus services for the staff of secreteriate in the morning and evenings during peak hours. Changing the time to early hours will eliminate the need for such bus services. 5. Elimination of special bus services will help to divert these bus services to general public during peak hous which will help better 6. Starting at 7:30 or 8:00 AM means Lunch time for govt employees at 12 or 12:30 and they can return to work at 1:00PM whcih is the lunch time for many city companies. People can visit the govt offices during their lunch time too While you are on the look to decongest the city traffic, this suggestion will surely help for the same and hence kindly considet the suggestion

CHENNAI KEPT OUT OF MAINSTREAM METROS. One of your correspondents Ms. Rajeswari lamented that PLANET EARTH's web-site had labelled Chennai as 'non-cosmopolitan, hot, muggy, polluted and difficult to travel around'. Instead of feeling bad about it let us ponder what needs to be done to rectify the situation. 1) There is hardly anything that could be done to change Chennai's sultry weather except by planting more trees and increasing the green cover. 2) Air/water/noise pollution could definitely be reduced, both by the public and civic agencies working together. 3) Infrastructure could be speedily upgraded to reduce traffic congestion. 4) Chennai's greedy auto drivers who have given Chennai and other TN cities a bad name by their unruly behaviour should be reined in by the Govt.immediately. 5) The city is branded as 'non-cosmopolitan' as very few people can converse in English or Hindi with visitors from other states, unlike the people of Bangalore or Mumbai. It is in the interests of TN that spoken English is taught in all schools from the primary level. In their zeal to promote Tamil let not the TN Govt. banish English. It is ironic that even 'so-called PGs' from TN are not able to write/converse in simple and correct English. For those wanting to take up employment outside TN it is in their own interests to learn Hindi for their own survival. One wise correspondent has even made a 'wise' suggestion to open Tamil-medium schools in other states. For whom, Mumbaikars/Delhites to learn Tamil to survive in Mumbai/Delhi?

dear dr. stalin sir, first of all i want to congratulate for ur whirl wind trip towards south tamilnadu, and this really shows, what a hard worker we has our deputy cm, we the public ( and also the party member) we are very proud of u sir, one day u are in chennai and next day u r in radha puram, and another day u are in karur, what a young and energetic deputy cm we have sir, hats off to u sir, no one in indian sub conntinent works like by holding a very high profile job, and all ur vistits are only to inaugrate government plans to uplift the social econimic back ward people, we all r very proud about u sir, coz we have such young, energetic and dynamic leader as our deputy c.m sir... and i would like to render my thanks to u.. coz of round off the wine shop bottles to rs 60 and 75 like, let this 2 rs and 3rs, will go to government so that we will get good scheme like one rupee rice scheme, free televison scheme, during ur regime ricce is one rupee and at the same time this tasmac emplyeees getting two rupees per bottle, and thanks for ur immediate action sir,my small request is throuout chennai, they are strictly following the government norms in tasmac shows, i have visited several tasmac shops in chennai city, including north chennai, every thing under control, but in thiruvottriyur constitency, especially in thiruvottriyur and manali. the same worst thing thing continue sir.. kindly atleast suspend two person of this tasmac supervisior... then every thing will be right sir... if i ask any thing to tasmac shop person, why this 2 rs rise per bottle, they are saying one rupee is for local minister and another one rupee is deputy c.m., i realy shocked when i heard this words from tasmac worker, and the tasmac shop in an around thiruvottriyu railway gate, and one of the shop number is 8860, i know he must be a a.d.m. k member, kindly take action sir... and this is my 8 th post thanking u sir

Sir, I came across a lot of issues regarding the renewal, lapse, reregistration with employment exchange, when they get recruitment through employment exchange, their number and the selection will be intimated to the employment exchange in which case , only, they can remove their name otherwise, they have to be with the seniority as such till they get an employment.I know few of my friends , who are at home, who do a job for low salary expecting the govt employment, even at the age of 42.Hence it would be better to get the details from the office of recruitment and maintain the records once registered live till they get a govt recruitment.This amendment will solve all these issues once for all and you will get a fair statistics of unemployment among educated who can be taken for transition to e governance for document preparation and similar works as they can work from home, part time too.Since the e governance is on the move, this would help both ways.
