Sir, I suggest that the DMK may offer free supply of Two mobile phones (one for the mother at home and the other for the bread earner who happens to be away from home) with lifetime validity card for all the ration card holders in its Election manifesto( as The free TV) and this would cost less than TVs but we can attract more votes in the parliamentary election.

Local Administration

Sir, WHY HAVE YOU PERMITTED THE MADAMBAKKAM TOWN PANCHAYAT TO LOCATE A SEWAGE TREATMENT PLANT AT THE MOUTH OF THE MADAMBAKKAM LAKE? 1. A 30 million litres per day Sewage Treatment Plant catering to the sewage of three town Panchayats of Madambakkam, Sembakkam and Chitlapakkam under Tambaram Taluk is proposed to be established at the mouth of the Madambakkam lake. During monsoons water flows into the lake through this very area. This is certainly “disastrous” from the environmental and health points of view for following reasons: (a) The proposed site is within 300 metres of a pristine Freshwater Lake, which will get polluted irreversibly due to leakages in the sewage system, illegal dumping of waste water into and near lake areas through tank lorries and possible dumping of poorly treated water in a govt/contract run STP. (b) The pristine ground water , presently available at 8 ft depth, will get polluted all along due to massive sewer content/leakages with many toxic substances and material with attendant ill effects on the population of the area. Once the ground water is polluted we are finished! (c) The Flora and Fauna of the area in the form of farms, agriculture and wild life will be irretrievably damaged due to ground water pollution with toxic effects on farm produce cattle and raw food products (d) There will be heavy damages to the well being and health of the population around the proposed STP, both in short as well as in long term, due to chronic exposures. (e) A detailed report on the Efficacy of the STPs in India by the Central Polution Control Board amply bringsout the issues of Poor functioning of the STPs and consequential effects. (f) The ill effects of air pollution in the area is bound to affect the health of the public. (g) The area is prone to extensive Flooding in every Monsoon and Cyclone Season by which there will be extensive sewage mixing with flood waters and permanently damaging the valuable land and water resources, besides polluting the air and cause epidemics. (h) In monsoon/ cyclone seasons, the STP will have to be shut down due to saturation and backwash effects, with terrible effects on Environment and Health. (i) No studies have been done on hazardous waste impact on health and environment. (j) Valuable lung space earmarked in Master Plan Residential area for Play Ground, Health Centre and Water Storage Tank are sought to be sacrificed in favour of STP. 1. It is of serious concern that no Environmental Impact Assessment has been carriedout for the proposed site, especially in the light of the earlier earmarked site having been protested by local residents, and the decision to relocate in yet another residential area beats any logic. Further, no Public Hearing seems to have been conducted on a project, which is intrinsically Linked to their very Survival and Health.Significant courts proceedings on effects of STPs in residential areas concerning public health and environmental pollution on ground/water resources do not seem to have been taken into consideration before selecting the new site. 3. It is also distressing that an environmentally damaging STP with its long winding sewer lines criss crossing the roads in the three town panchayats areas carrying 30 mld per day is being thrust in a residential area with total disregard for environmental issues, health implications for vast population of the area , nearby church, school, farm houses, water storage tank , play ground, etc. 4. There is every likelihood that the proposed STP will increase bird activity in and around the area, which is bound to cause operational issues for flying in the closeby AirForce station. Kindly restrain Mr.LSS Mohan (husband of Mrs. Mallika Mohan, President of the Madmbakkam Panchayat) who is threatening residents who are against locating STP in the Madmabakkam Lake.

Only a good massage from Vanni could make the DMK coalition win the majority of the seats. People are save and they are under the protection of the Indian army is the massage that could make the Tamilnadu people happy. The massage, "Tigers are defeated and the people are sent to the detention camps of Sri Lankan army" is not going to make the Tamilnadu people happy. Tigers has to be defeated only at the presence of the Indian army there. While UN,US,and EU are trying to save the people and pressing to devolve the power to minorities, India must make use of this oppotunity and play the main role.

Respected sir, I am also one of your real fan and DMK party member. Whenever i read this PMK related news i am getting so much pressure really. Because they are not doing anything for our Tamil peoples but they are always criticizing the govt. and CM as well. Those guys are not even capable to talk about our CM, but daily that great Dr. is giving comments about our CM very badly. My kind request is please select very good candidate in all 7 Lokshaba seats where PMK is now contesting and please spend all your time & Mr.Dayanidhi time in this 7seats. Because this is very important and challenging time for us and this situation shouldn't happen again for DMK. Its all because of our CM only, he used to help and lift this PMK in all manners. But now what he did ?. Entire world and all indians are talking about this Dr. only about his attitude and the cheap politics, but really all are apprciating DMK and our CM for the rules and regulations and standing on his own words, not like Dr. or JJ because they used to tell something today and some changes on that tomorrow. But i never ever seen our CM talks like that, he always remember even 30year back words what he gave in the meetings. We really pray for his health and he should live long and support for our indians. And also you please co-operate with Mr.Dayanidhi and please talk about everything in the election meetings but not badly like Dr.Ramdoss. Onemorething DMK should continue as its, because of MP seats please dont change the DMK rules or something. Thanks & Regards,

Dear sir am in coimbatore. Few months ago we heard news about merging local bodies around coimbatore city limit with Corporation. but after that no discussions about that. i requst u to merge Periyanaicken Palayam and Narasimhanaicken palayam Town Panchayat in Mettupalayam road also with Corporation. This will give high revenue to corporation because in this area many educational institutions and industries are there. Kindly consider this and merge with corporation.

Respected Sir, VANAKKAM. I am Pogalur Kilai Kalaka Pirathunithi and Ex. District representative of ANNUR Ondrium, COIMBATORE District. I knew if men in DMK work without differences i.e. Ego between them, we could win the entire 40 without any once support. So you should show strong face regarding this issue and short out the problems or send a strong signal that the people who are in power or off the power in the Organisation should cooperate with their opponents in their respective area. I am writing this suggestion because I have read via paper that the DMK representatives/members meeting to be held as the part of forth coming MP election preparation in ANNUR for the NILIGIRI constituency. Still now no invitation for the participation in the meeting has been given to all the KILAI KALAKAM’s that will create fume in the election work that may lead to the defeat of the DMK Alliance. And I heard that the BOOTH Committee’s has been formed without consulting with the Kilaikalaka Secretary. I am satisfied that in my area DMK members are there as Booth committee members, so no problem but in some part Booth committee has no names from the party members as if there is no party members in that area. So take note of this small thing while we fight this crucial election. POGALUR Panchayat is reserved for SC, the President of the Panchayat and the vice- president of the Panchayat are DMK Kilaikalaka Secretary and another advantage is ANNA MARUMALARCHI THITTAM had been implemented within time so we will go door by door with our governments achievements of both central and state. We had taken an oath that like Assembly election we will move to door to door for canvas of voters even if we have lost the Avinashi assembly constituency but the votes polled is more than the opponents in our area, we hope and work to repeat the same in the Parliament election. NANDRI.

Dear Respected Sir, We are the well wishers of DMK and residing at Tiruninravur, Chennai. My wife is working as a teacher in Govt. Higher Sec. School. She is having a problem of low blood pressure. The teachers are, apart from teaching which is an important & foremost activity, also being given other jobs like exam duty as a standing or a flying squad, voters’ list verification consisting of about 600-800 houses, census calculation etc. from time to time. Now, the problem is more & more lady staff are engaged in these types of jobs rather than gents. Last year when my wife went for voters’ list verification in a particular area during the scorching summer she literally fell down due to a severe sun stroke and became unconscious. Fortunately someone who saw this came for a rescue and after a brief first aid she was sent to the nearby hospital for further attention. Fine, if something would have gone inadvertently during that time, then our situation would have become very pathetic. Hence, my suggestion is that the govt. may use more gents staff than ladies for the above activities because the gents have more stamina by nature when compared to ladies. Again this year the same thing is happening. She has to attend the exam duty as a standing squad in the morning and go for voters’ list verification in the afternoon in the scorching summer which is consisting of about 700 houses. I believe that the teachers are basically appointed for teaching & grooming the children so that a strong nation of tomorrow can be built. But instead of doing that they are nowadays spending more time on above specified activities even though there is an acute shortage of teachers in various schools. Finally my request is that the govt. may please use more of other dept. staff for above activities rather than using teachers especially the ladies. Hope you will kindly consider my request and suggest this to concerned authorities. Thank you Thalapathi Sir – Siva Kumar.

Dear Sir, Arrange lots of public meetings using our youths, explain how the person's like Mr.Viko, Dr.Ramadoss, and left party leaders using the Srilankan Tamil's issue for their personall political miliage. Left parties disassociated with UPA because of Nuclear Deal with US. In this regard they face defeated in the vote of confident in the parliment. In this issue we have to explain to the people of Tamil Nadu and India, left leaders are not interested in our country's growth in the power sector. Even after SP leader got sufficient explanation from our former President of India, Dr.Abdul Kalam, about this deal. And Dr.Abdul Kalam also backed the deal this will give self reliance to our power sector in the feature.

TO WIN ALL FOURTY SEATS It looks like the the Sri Lankan government wants the DMK,Congress coalition be defeated in the forthcoming election. That is why again and again the Sri Lankan Ministers are telling to medias that the Indian government never gave them any pressure to devolve the power to Tamils and they couldn't have won the Tigers without Indian governments' help, and all what India wanted is eradicating terrorism etc...etc.. The reasion why they are telling so is the pressure they are feeling. Specially the presence of Indian doctors in Pulmottai. Jasvanth Sinha of BJP is a very good friend of Sinhalese and even now time to time he is being invited for different seminars. So through him they think they can make the BJP government to keep a blind eye on the ethnic cleancing of Tamils . Congress government shouldn't have allowed them to start the offencive in the Nothern province. After winning the East they should have asked to put forward the solution and then to start in the North. Now it is too late. Only think what they can do is sending Indian army to the save zone of Mullitivu and take over the security of the people. Tigers too at the present situation without objecting they will let the Indian army in and sneek into the jungle . After Indian army reached India has to say, that they would't leave until the Tamil issue is solved. This will satisfy the Sri Lankan Tamils as well as Indian Tamils. Also India will be cheered by the EU and US. This is the time to shoe their regional power status. Bagavath geethi says if you want to help somebody, help without expecting anything or thinking of the concequences. That is how Indra Gandi and Rajiv Gandi did. If India narrow-mindedly thinks of her own interests definitely god will punish India and it might even happen to loose in the Northern border.

Impressed in the way you changed the image over you... Interested to work with you to improve & show case your image even more in a better way... I have read the news today in NDTV & thought that it is an real good idea which BJP put in place using the technology for their benefits & why can't we try it out in the forth coming Lok sabha Election. Herewith i am pasting the news & let me know your view on the same. This is the first time i am writing such comments and if you feel i did any mistakes in giving respect. I am really sorry for that. Please send your comments will motivate me to start pushing some real good ideas for the party goodness. """ BJP decides to depute IT expert for all LS constituencies After releasing the IT Vision Document, the Bharatiya Janata Party has decided to depute an IT expert each in all Lok Sabha constituencies across the country to help party candidates make best use of IT-enabled services for electioneering purposes. "The party will depute an IT expert each in all the Lok Sabha constituencies of the country to help candidates in establishing contact with the electorates through SMS, mobile phones and e-correspondence," said BJP national IT Cell Convenor Pradyut Bora. "We are in the process of appointing an IT expert each in all the Lok Sabha constituencies across the country to the extent possible," added Bora. As far as Madhya Pradesh is concerned the state BJP's IT cell head Yogendra Shrivastava has put up a capable team in all the constituencies of the state and an IT-expert will be there to assist the party candidate in disseminating information through IT among his electorates, Bora said. He arrived here last evening to take part in a function to dedicate the state party unit's newly developed IT facilities. The new hi-tech facilities like CCTV, IP-telephony system and Wi-Fi were dedicated by the party candidate from Vidisha seat Sushma Swaraj and Madhya Pradesh Chief Minister Shivraj Singh Chouhan last evening. Later, explaining the rationale behind releasing the party's IT Vision Document, Bora said that once the party came to power at the centre IT would be used in a such a manner that the entire system would become free from corruption. He said that the BJP's state office is the second office of the party after its national headquarter which is completely automated. The state BJP media in-charge Govind Maloo said that with the installation of IP-Telephony, the state party office is connected with the Central office through hotline which greatly reduces the party's telephone expenses. He also said that all the computers of the state party office are connected with the Wi-Fi technique. """

Respected sir, Sub. Gasifier not working in Balakrishnapuram cremation ground. We are the staunch supporters of DMK for the last several decades. We gave our whole hearted support to the nominees of DMK in all the categories. Mr R S Bharathi, Chairman, Alandur Municipality knows better of us, he will be appreciating our support and he knows how much support we are giving to DMK during election times, being it municipal, State legislature and Parliament elections. We are in 6th ward of Alandur Municipality. In our area there is one cremation ground. After several representation it was converted in to gasifier some two years back. For the past 4 months it was not functioning properly and bodies were burnt in the open using traditional firewood and cowdung cake. Even before the bodies were burnt fully, the stray dogs in our area taking some parts of human body which was not burnt fully and dragging it in the living area of our colony. It creates lot of mental agony to the residents especially young children. It is also treated as showin disrespect to the departed soul. Kindly look in to the matter and do the needful by making the gasifier rectified at the earliest and making the cremation ground working pucca. with due respects and regards Ravisankar, Secretary and Saravanan, President, Balakrishnapram Welfare Association.

Hello Sir, I am happy to say that your government are safeguarding the tamilnadu with efficient administration. I am posting my suggestions to develop our government in an effective way. My suggestions are below: 1 - Why should not our government can start a IT & BPO company with their own?. Is it mandatory that only private & MNCs are allowed to start their business and earn a huge profit? Is government always should be service motive and not in profit motive?. 2 - Our government is running a public roadways transport to serve the people. Same like we have to start a goods roadways transport with a margin profit motive. Please consider my points. Thank you, Pandi

I used to interact and discuss with Mr. A.C. Kamaraj and his team number of times regarding the Interlinking of Rivers and Smart Waterways. We have jointly proposed the Smart Waterways programme to Tamilnadu, Kerala, Andrapradesh and Bihar. Out of which – Kerala Waterways programme has taken shape and it is progressing well. Hence I would congratulate Mr. AC Kamaraj and his team for the unstinted endeavor towards the interlinking of rivers with the alternate proposal to create waterways across the country. The topic selected for this conference is “Water for all with special reference to Interlinking of Rivers in India” organized by NAWAD Council. I was thinking what I can share with the delegates of the conference who have come to discuss the very important issue of water management………….. Flood and Drought Situation I was studying the frequent occurrence of flood and drought. Flood normally affects, 8 major river valleys spread over 40 million hectares of area in the entire country affecting nearly 260 million people. Similarly the drought affects 86 million people who are spread in 14 States covering a total of 116 districts. Wherefrom this flood comes? It comes from the 1500 BCM of water every year flowing during the monsoon season. If we have to prevent the damage due to the flood and reduce the severity of drought, we have to harness this 1500 BCM of water and distribute it to the drought affected areas. We can also partly store it in proper storage system so that it can be available during non-monsoon months. If we succeed in doing all these, we will not only save the loss arising out of the damage caused to the crops, properties and people by the flood to the extent of Rs. 2400 crores on an average per year, we will also save the recurring expenditure of Rs. 1200 crores incurred by the government as short term relief measure. The questions which arise are how to harness the flood water? And how to regulate the out flow of flood water so that it does not go into sea and it is converted as useful water for the mankind. Harnessing the Water Hence our aim should be to channelise the 1500 BCM of flood water, so that it can be made use of for providing water to drought affected areas and make sufficient water available to the whole country during non-monsoon months through proper linking, storage and distribution. Our plans must consider that presently the sanitation facilities are not available in more than 50% of the dwelling units in the country. Planners must take into account this aspect while selecting schemes for harnessing and distributing the water for our growing population. We may have to align our interlinking of rivers project for meeting the growing water demands of the nation by having a hybrid scheme which can harness the additional 300 BCM per year and also the flood water of 1500 BCM. Flood control There is an urgent need to find long-term solution to control flood, store and utilize the surplus water during drought. Also the scheme chosen must be such that there is continuous availability of additional water for the growing population and the related needs of the nation by regulating the outflow into the sea. Now I would like to discuss about the possible issues arising out of this mission. The main issues which concern certain number of people are rehabilitation and environmental upgradation. ………………… State wise linking local river basins Interlinking of Tamilnadu Rivers: Let me now focus on the interlinking of rivers in Tamilnadu. Every time, Mettur Dam gets filled up most of the water goes to sea. For instance, in 2005, 3 times Mettur Dam overflowed and more than 400 TMC (Thousand Million Cubic meters)water went into sea. In 2007, now it is overflowing and possibly around 100 TMC may go to sea. This has become a repetitive phenomenon in the changed environment conditions. In this context, let us discuss how we can harness the flood water during flood, so that the surplus water can be saved and made available to the other drought prone regions of Tamilnadu and to the same region when they are in drought. It is our experience that when flood devastates one river basin, the other basin experiences drought. During the October 2005 rains , when Cauvery was in overflowing conditions, vaigai basin experienced less rain and Vaigai dam level stood at 49ft, just 1/3 of its full capacity. When there was heavy downpour in Chennai, the drinking water sources around did not receive enough water. When Cauvery overflowing 3 times, all other dams and tanks in Tamilnadu were far below the capacity, even less than 40%. Kollidam proved very effective, discharging 3.23 lakhs cusecs during the 2005 flood. Since the width is 1km and runs for 160 km. It acted as reservoir. The lesson from Kollidam is “The flood carrier should be capable of absorbing heavy floods”. This gives the message that by making the river as a flood absorber, we get maximum benefit for preserving the water. Now I would like to discuss about the Tamilnadu Waterways connecting the Tamilnadu river basins. Tamilnadu Waterways Project: An expert team headed by Mr. AC Kamaraj, has prepared a project report called “Tamilnadu waterways Project”. We had a detailed discussion, which I would like to summarise. Incidentally, I have presented this proposal to both the Chief Ministers of Tamilnadu during their regimes. They are also concerned about this problem and are taking certain steps towards to implement the project. We need to accelerate this programme in the interest of the state. It has to become a mission mode project. A smart waterway will have the characteristics such as: sufficient navigable depth and width; conditions will permit navigation throughout the year; have smooth bends and minimum siltation; be able to navigate at least 18 hours per day; cater for efficient loading and unloading points; and the waterway should be adequately lighted and equipped with modern navigational and communication aids. This facility will enable the State to take advantage of the energy efficiency of transportation through waterways which is double of railways and eight times the road transportation system for a given load. This will also reduce the congestion on the road, and improve the environmental conditions and aforestation. Hence, there is a need to embark on a mission mode programme to make the total waterways length operational by improving the maintenance, dredging and creating water transport facilities through public - private partnership. This has to be a joint effort between the State and Central Government. Also, wherever the land acquisition and resettlement problems are coming in the way a special dispensation needs to be found for removing the bottlenecks. I have seen waterways in many countries leading to the progress of the economy and tourist attraction. The Government must undertake to provide policy and legal support for the private operators to function without bottlenecks. Tamilnadu Waterways Project is an innovative scheme, which serves as a storage reservoir and contains flood. It facilitates two-way flow and allows inter-basin transfer without affecting the existing system. It proposes to connect the following dams such as Sathanoor, Mettur, Bhavani Sagar, Vaigai, Manimuthar, Petchiparai, Solaiyar, Papanasam, Servalar and connects the lakes and tanks such as poondi, cholavaram, redhills, chemparampakkam, veeranam, Ramanathapuram. All the west to east flowing rivers in Tamilnadu are linked with Tamilnadu waterways GRID. This waterways grid may be created at the height of around 300 Meters above Sea Level so that it becomes a single horizontal plane, which connects all the dams and rivers at the same plane facilitating water feed or withdrawal from any part of the GRID. Entire river system is connected to Tamilnadu Waterways Grid. Based on the preliminary estimates this project can be implemented in 5 phases. In the first phase – we may connect Mettur – Vaigai that is around 350 km stretch. Second phase, 270 km stretch will connect Mettur – Pallar. 150 km stretch of Vaigai to Tamirabarani can be connected in the third phase. In the fourth phase, 130 km stretch of Tamirabarani to Perunjani may be taken up. In the mean time, concurrently government should take up expanding the connectivity to all tanks and subsidiary rivers. The unique feature of this project is, it does not divert the utilizable flow of water from that river basin, but uses only excess flood water and ensures two way links. It does not involve any pumping; it can be implemented within a decade. Benefits: This project envisages the following benefits to the state: effective flood control, provides irrigation facilities for additional 7.5 million acres, generates 2150 MW of hydro power, reduces the power consumption by 1350 MW due to increase in ground water level, provides 900 km of waterways with smart navigation for transportation of goods, the navigation will be operational around the year and will have a depth of 10 meter and width of 120 meter, Oil saving in waterways is 90% compared to Roadways, provides domestic and industrial water supply for 50 million people. Facilitates additional fish cultivation and promotion of tourism and water sports. Estimate: The ten year project is a financially viable proposition. It will cost around Rs. 36,000 crores including the cost of power generation, waterways reservoirs and dams. The returns estimated per year from the Tamilnadu Waterways is around Rs. 4600 crores, including power Rs. 2150 crores, Rs. 1350 crores from navigation, Rs. 1100 crores from other sources such as drinking, fisheries and tourism. In addition, it will enrich the environment leading to creation of additional forestry, upgradation of environment through use of hydropower and more efficient waterways navigation, which uses only 10% of the oil required for equivalent road transportation. Certainly, this project can be implemented World Bank assistance or BOOT (Build, Operate, Own and Transfer) method. This project is multi-disciplinary and will provide challenge to all the disciplines of engineering such as civil engineers, hydraulic experts, mechanical engineers, IT and electronic engineers, Geological experts, Cartographers and remote sensing technologists and business management teams. Availability of the state waterways will enable easy connectivity to the national waterways as an when it becomes operational. The following are the other waterways projects, which I have proposed to the State Assemblies in consultation with Mr. AC Kamaraj and his team. Andrapradesh Smart Waterways: During my address to the Andhra Pradesh assembly, it was suggested that the Godavari water which flows into the sea to the extent of 2500 tmc during floods and 750 tmc during normal conditions may be diverted into the basin area for irrigation purposes through step dams, irrigation canals and water storage lakes and ponds. This will increase the irrigated area of the Godavari basin by over 30%. Andhra Pradesh government has agreed to implement this scheme. Kerala Smart Waterways: The inland water transport system of Kerala has navigable rivers, backwaters and man made cross canals. What Kerala needs, as visualized, is a major water way extending from Thiruvananthapuram to Kasargod. ……………. Bihar Waterways Project: I have observed certain unique features in the river system of Bihar though Ganga. This main river is flowing from West to East, there are two types of flows coming into the Ganga. The northern rivers emanating from the Himalayas and another from the southern rivers coming from the Chhotanagpur plateau and Hazaribagh plateau. The major rivers coming from North-South are Ghaghara, Gandak, Bagmati, Karcha and Kosi. ……….. In addition an expert group headed by AC Kamaraj has suggested creation of a 500 kms long waterway in South Bihar by connecting the South to North flowing rivers of Bihar, which will act as an additional reservoir for the state. It is essential to build the intermediate dams in the cross section of the rivers and the waterways, which creates the balancing waterways. This will provide irrigation facility to over 5 million acres enable generation of 1000 MWs of power and provide employment for 9 million people. These measures could also reduce the severity of floods by fast disposal of flood water and also ensure storage of surplus water for future use. Conclusion Our planet will encounter in the next few decades severe shortage of water if we are not careful in conserving and preserving precious water resources. In India, we should have action oriented plans to foresee the problem and work on a mission mode before the water situation worsens. It is essential that we must have a water management mission that unfurls our vision for next two decades, integrating interlinking of rivers, water harvesting, water re-cycling, and desalination of sea water using solar energy in specific areas. ……………… I wish the NAWAD Council success in your mission of providing water for life to every citizen of the country. May God bless you. Dr. APJ Abdul Kalam 01.10.2008 Source: www.abdulkalam.com

Local Administration

The beach road from Santhome church to Parry's corner is being beautified at some crores of rupees expenses. Do you think the traffic in this road will never increase, in spite of the importance of the road? Do you think the present four way traffic will be sufficient to meet the demanding traffic? If at all this road is to be widened it can be done only on the beach side. What is the fun in spending crores of rupees in beautifying the platform without taking into consideration that they have got to be demolished some time or other to widen the road. You may be aware the widening of the road is required as of yesterday.
