Dear Deputy Chief Minister Parking Sergeant Scheme It is a general observation that most of our road space is occupied by parked vehicles and unauthorized petty shops or encroachments by normal authorized shops With a view to curtail this, I have a suggestion here: Parking Sergeants: We can appoint parking sergeants, who would basically be unemployed youths from the local area. There could be as many sergeants as possible; however they should have a defined route under their control, with a view to fix responsibility to the individuals. These sergeants have to be provided with a basic digital camera (usually costs less than Rs 1,000), and this can probably be done by way of a caution deposit of say (Rs 500). The cameras would be the responsibility of the local police station, or panchayat office or such other responsible authority, and held with them during off-duty hours. Method of operation On a daily basis the sergeants starts by picking up his camera and notice book or handheld from the local office and go for his patrol to the streets allotted to him / her. This can be done in 2 or 3 shifts depending on the time of the year and traffic in the area. While they do this, they would capture the violation in the digital camera, and issue a printed notice with an appropriate reference number. A handheld, very similar to the MTC conductors may be thought of for serially generating the notices. In case of cars parked in absentia, the same notice may be stuck to the windscreen End of the day he / she would return the camera / handheld and notice book to the local office. All photographs taken would be serially numbered by the digital camera and be uploaded in the computer of the local office for records and follow up. Enforcement of penalty is generally a challenge. Apart from the present procedures, this could be made by non-renewal of shop license or road tax renewal, if a penalty is pending for parking or encroachment. Remuneration to the Sergeants The sergeants’' only method of remuneration could be a percentage of the collections, as this would keep them going. Cases that are challenged and quashed may be deducted from his commission so that they do not harass public un-wantedly. Penalty structure The Penalty structure should not be too high, as that may prompt the sergeant for a bribe, nor too low as that would encourage offenders. An ideal penalty should be in the range of Rs 150 for parking and 150 per sq ft per day for encroachers. There could be a discount of 50% for payment within 14 days and doubling every second month. That would encourage offenders to pay rather than contesting or postponing. Corporation’s / Panchayat’s Responsibility One major responsibility the administration should show to the public would be to provide adequate parking spaces in all business and shopping centres. Not allow shops to come up without a basement parking. We normally find food joints like hot chips, and A2B coming in nuke and corners without parking facility. These should be discouraged. A long term plan could be to demarcate no-parking areas with yellow or red lines on the road sides and earmarking parking spaces clearly by white lines. Dear Deputy CM sir, This suggestion is in line with the Vision Statement highlighted in this site. One of the most important aspect that we need to inculcate in the minds of our people is the civic sense of how to use public places which are governments property for use by general public. Though we are way ahead of other states in various parameters, this is one area where there is ample scope for improvement. Here, I would like to quote the city of Bangalore, where generally we do not see anyone defecating or urinating on the streets and generally the public is sensitive to the upkeeping of public places. Thanks to good initiative of the karnataka government, there is Sulabh toilet in most of the places of Bangalore city. Just wondering why cant we make Chennai City also completely from the follwing key hygiene aspects 1. Not allowing people to defecate/urinate on the streets 2. Construction of more number of well- maintained toilets on a public/private partnership model 3. Compeltely ban spitting of pawn & saliva on the roads With the able leadership of this team, I am sure the team is capable of implementing some of the points suggested which will certainly improve the iamge of Chennai in the minds of common public as well as visitors from outside.

We find that Chennai has become the worst place for traffic violations, the major violators being the metro buses. They do not bother about the signals and it is very scary to ride in front of a metro bus and trying to stop for a red signal. We are not sure whether our friends driving the bus would bother to stop along with us. I feel the traffic police dept and the MTC management should start adding points for violators and then accordingly remove the driver from service if he accumulates so many violation points. If some one accumulates so many points, then he becomes a menace on the road and is not fit to be a driver risking so many lives. May be they can periodically be evaluated by the officials travelling in the bus without information. As a person, who is serious about the welfare of the people, i feel you would take adequate steps in this issue to provide a safe roads for all.
